The court investigation into the criminal case of Raqif Abbasov, the former head of the Baku City Youth and Sports Main Department, and Eldaniz Gulamov, the head of the financial and economic sector of the same department, is ongoing.
İdman.biz reports with reference to "Qafqazinfo" that at the meeting held in the Baku Serious Crimes Court, the representative of the Ministry of Youth and Sports spoke first.
The crime occurred between 2006 and 2023. During the investigation, it was revealed that 871,255 manats allocated from the state budget to the Main Department for the organization of various sports events were embezzled over 17 years. To date, Raqif Abbasov has paid 100,000 manats of the damage caused.
The activities of the Baku City Youth and Sports Main Department were directly supervised by the Minister of Youth and Sports.
One of the main episodes in the criminal case is related to the embezzlement of awards allocated to athletes. The investigation revealed that cash prizes were allocated to athletes who won various competitions at the expense of state funds. However, these funds were withdrawn from the bank and seized by the accused.
The ministry representative filed a civil claim of 771,255 manats against Abbasov and Gulamov.
Ruzi Samadov, the lawyer of the accused Abbasov, asked the representative what he meant specifically when he said that "budget funds were used for purposes other than their intended purpose".
The representative replied: "8 manats were allocated to an athlete who won an intellectual competition. The athlete was asked to sign by the accounting department, but the money was not paid. These funds were also embezzled by the accused."
The representative's answer did not satisfy the defense.
Prosecutor Eldar Hamza brought to the attention of the court that, as the prosecution, they have answers to most of the questions. All questions will be answered during the investigation.
During the process, Samir Kazimov, who has been working in the youth sector of the Baku City Youth and Sports Main Department since 2004, testified. He said that he also supervised the spending of funds allocated from the state budget. These funds were used to hold various competitions. Although Kazimov did not admit it in court, he said during the interrogation that the main department he represented did not hold two out of ten competitions, but it was shown on paper as "held".
The witness was unable to give a clear answer to the judge's question on this matter.
The next process has been scheduled for July 9.
It should be noted that the initial investigation of the criminal case was conducted by the Main Department for Combating Corruption under the Prosecutor General. Raqif Abbasov and Eldaniz Gulamov are not under arrest, they are being tried freely. If their guilt is proven, they face up to 14 years of imprisonment.
