Idman.biz, referring to "Qafqazinfo", reports that these words were said by the former Minister of Sports Abulfas Garayev while talking about the former Minister of Health Oktay Shiraliyev at his farewell ceremony.
He noted that Oktay Shiraliyev was always a person who reached out to people and helped when they were in trouble:
"When cultural workers had problems, Oktay muallim helped wholeheartedly. He organized all the work. Moreover, the Diagnostic Center he created still holds an important place in Azerbaijan today. Only good memories will remain of him. We have lost a close friend. May God have mercy on him," said A. Garayev.
It should be noted that Abulfas Garayev was the Minister of Youth and Sports of Azerbaijan from 1994-2001.
