The 26-year-old footballer's injury sustained in the Italian Cup match with Milan has not fully healed yet.
The national team's head coach, Roberto Martinez, was dissatisfied with the forward's performance in the match against Ireland, where he was on the field for 29 minutes.
Leao has gone to his club's camp to continue his examination and recover quickly.
It should be noted that the Portugal-Hungary match will be held on October 14.
