The International Football Association Board (IFAB) has put forward the idea of implementing a countdown to prevent players from wasting time during throw-ins and goal kicks.
Idman.Biz reports that the issue was discussed at the meeting of the IFAB Football and Technical Advisory Panel (FAP–TAP).
The idea of the new rule is as follows:
- It is planned to set a certain time limit for throw-ins and goal kicks.
 - The goal is to prevent delays in the game, especially regarding the increasing number of long throw-ins and goal kicks in the Premier League.
 - A similar mechanism to the 8-second ball holding limit implemented for goalkeepers this year is envisaged.
 - If the goalkeeper does not release the ball in time, the opposing team will gain a corner kick.
