The UEFA Executive Committee has made changes to the regulations regarding the final stage of EURO 2028.

Discussions on this matter were held at the organization's meeting in Bilbao today. According to the decision made, in the qualifying round, national teams will compete in 12 groups with 4 or 5 teams. Group leaders and the best 8 runners-up will directly advance to the final stage. The owners of the other 4 tickets will be determined after the play-off matches.
It should be noted that 24 national teams will compete in the tournament hosted by England, Wales, Scotland and Ireland in 2028.
