The PFL official spoke about the reasons for the format change in the championship: "As it is known, based on the results of the past season, 3 teams advanced from the Second League to the First League. The winner of the Region League replaced the last one in the Second League. According to the results of the play-offs, "Shirvan", who played in the final of the Region League, got the right to play in the top league. In addition, the "Qusar" team did not confirm its participation in the 2025/2026 season, despite the official application and repeated reminders. Considering that there were systematic negative cases during the games of this team during the past season, it was decided to replace it with another team. During this change, as always, efforts were made to be guided by sports principles, and it was decided to allow the "Agstafa Gencleri" team, which took 3rd place in the Region League last year, to enter the Second League."
According to S.Abdullayev, as AFFA and PFL, one of the main goals has always been to adhere to sports principles as much as possible: "This time was no exception. Both sports principles were preserved, and a chance was created for teams with relatively good opportunities who want to play in the Second League. Thus, 3 teams from the Region League will have a chance to rise to the Second League. The owner of the 1st place in the Region League will directly win a ticket to the Second League, and the owners of the 2nd and 3rd places will hold a play-off game consisting of 1 game with the teams that took the 11th and 10th places in the 2nd League, respectively. The Second League will consist of 27 rounds. The teams will initially compete in 22 rounds consisting of 2 rounds, and then in the "six-team" system consisting of 5 rounds. 22 rounds would be too few for this competition. We decided to apply the "6-team" system allowed by 12-team championships. We believe that this situation will prevent teams in the lower and upper echelons from leaving the competition early. In addition, let us once again note that the football-related plans of the candidate teams we met encouraged us to create a basis for the teams below to gain a chance and gain motivation. This will also intensify the fight to stay in the Second League."
It should be noted that the 2025/2026 season in the Second League will start on September 6.
