"Chelsea" Football Club has released a statement regarding a Premier League fine and a ban on player registration.
Chelsea Football Club is pleased to confirm that it has reached an agreement with the Premier League regarding regulatory breaches self-reported to the League by the Club in 2022. As previously announced, the Club voluntarily and proactively disclosed to all relevant regulatory bodies potential regulatory breaches relating to historical periods between 2012 and 2019, including incomplete financial reporting.
The Club fully cooperates with the terms of the agreement, the details of which are published on the Premier League's website. For clarity, the nine-month ban on registering Academy players is effective immediately but only applies to Academy players who, in the previous 18 months, were previously registered with another League or Football League club. It does not apply to current Chelsea players, international players, or players applying for their first registration as an U9.

Earlier media reports indicated that "Chelsea" was banned from registering new players due to financial violations during the tenure of former owner Roman Abramovich.
An independent commission has fined the club £10.75 million (€12.47 million) for violations of Premier League rules regarding financial reporting, third-party investment, and youth development between 2011 and 2018. The Premier League has also imposed a one-year conditional ban on first-team transfers with a two-year probationary period.
