These rule changes came into effect this year and were approved by the International Football Association Board (IFAB) on March 1. If the goalkeeper does not bring the ball into play for more than 8 seconds, the referee may penalize him with a corner kick. The counting of seconds begins when the goalkeeper has full control of the ball, and if there is no interfering opponent around, the counting continues. The referee must count the last 5 seconds in such a way that the goalkeeper can clearly see it.
