According to Idman.Biz, this was stated by Azerbaijani chess player Khazar Babazada, who took third place at the "Baku Open" chess festival.
He added that he achieved his second grandmaster norm in this competition:
"I fulfilled the norm here last year as well. I have one more norm left and soon, God willing, I will become a grandmaster".
